Thomas Mayne Daly, born on August sixteenth, eighteen fifty-two, in Stratford, Canada West, was a prominent Canadian lawyer and politician. He was the son of Thomas Mayne Daly and Helen McLaren (Ferguson) Daly, with a family legacy in politics; his father served in the House of Commons for Perth North, and his grandfather, John Corry Wilson Daly, was the first mayor of Stratford.

Educated as a lawyer, Daly was called to the Law Society of Upper Canada in eighteen seventy-six and practiced law in Stratford until eighteen eighty-one. He then relocated to Brandon, Manitoba, where he formed a partnership with George Robson Coldwell. In eighteen eighty-two, he made history by becoming the first mayor of Brandon, initiating a civic development program that successfully raised one hundred fifty thousand dollars through debentures. After resigning in December of the same year, he returned to the mayoral office in eighteen eighty-four.

Daly's political career continued to flourish as he was elected to the Canadian House of Commons in the riding of Selkirk as a Liberal-Conservative in eighteen eighty-seven, securing re-election in eighteen ninety-one. Although he did not run in eighteen ninety-six, he faced defeat in nineteen oh-eight. His contributions to Canadian politics were recognized when he was appointed Queen's Counsel by Governor General Lord Stanley in eighteen ninety.

From eighteen ninety-two to eighteen ninety-six, Daly served as the Minister of the Interior and Superintendent-General of Indian Affairs under Sir John Abbott, marking him as the first federal Cabinet Minister from Manitoba. He briefly held the positions of Minister of Justice and Attorney General of Canada (Acting) and Secretary of State of Canada (Acting) in eighteen ninety-six. Later, in nineteen oh-three, he was appointed Police Magistrate of Winnipeg and, in nineteen oh-nine, became a Judge of the first Juvenile Court in Canada.
