In nineteen ninety, he was appointed as the United Nations High Commissioner for Refugees, a role he held for one year before returning to the Norwegian government. His commitment to international cooperation was further exemplified in nineteen ninety-two when he co-founded the Council of the Baltic Sea States and the EuroFaculty alongside nine Baltic ministers of foreign affairs and an EU commissioner.
