Thomas Earl Emmer Jr., born on March 3, 1961, is a prominent American attorney, lobbyist, and politician. He has been serving as the majority whip in the United States House of Representatives since 2023, representing Minnesota's 6th congressional district, a position he has held since 2015. Emmer is a member of the Republican Party and is recognized for his strong advocacy for the crypto industry during his tenure in Congress.
Before his congressional career, Emmer made his mark in state politics, serving three terms in the Minnesota House of Representatives from 2005 to 2011. His political journey included a narrow defeat in the 2010 gubernatorial election against Mark Dayton, the nominee from the Minnesota Democratic–Farmer–Labor Party. In 2014, he successfully won the seat in the 6th district, previously held by Michele Bachmann, and has since been reelected four times.
Emmer's leadership extended beyond his congressional duties; he chaired the National Republican Congressional Committee from 2019 to 2023. Following the 2022 U.S. House elections, where Republicans secured a slim majority, he was elected as majority whip in a closely contested vote, winning by a margin of nine votes.
In the wake of the 2020 U.S. presidential election, Emmer expressed skepticism about the results, citing concerns over voting practices in certain states. He signed an amicus brief supporting a lawsuit aimed at contesting the election outcome but ultimately voted to certify the Electoral College results. In October 2023, he was nominated as the House Republican Conference's candidate for Speaker of the House, although he withdrew from the race after facing criticism from former President Donald Trump.
