His political journey began in nineteen eighty-one when he won a by-election to represent the Lepā electorate. Tuilaʻepa quickly rose through the ranks, becoming deputy prime minister and minister of finance under Prime Minister Tofilau Eti Alesana. His portfolio expanded to include Tourism, Trade, Commerce, and Industry, showcasing his versatility and commitment to national development.

In the wake of Tofilau's resignation in nineteen ninety-eight, Tuilaʻepa ascended to the role of Prime Minister and took the helm of the HRPP.
