His national team career spanned from nineteen forty-seven to nineteen sixty-three, during which he earned forty-five caps and scored sixteen goals, making him Bolivia's third all-time top goalscorer, trailing only Joaquín Botero and Marcelo Moreno.
Ugarte was a key player in the Bolivian team that triumphed in the nineteen sixty-three Copa América, where he notably scored two goals in the final match against Brazil. His club career was primarily spent with Club Bolívar, although he also had a brief stint with Argentine club San Lorenzo in nineteen fifty-eight, becoming the first Bolivian to compete in the Argentine Primera. Additionally, he played for Once Caldas in Colombia.
