In nineteen hundred and seven, Menzhinsky emigrated from Russia, spending the next decade navigating the political landscapes of Europe and the United States. His return to Russia was catalyzed by the February Revolution of nineteen seventeen, leading him to join the Cheka in nineteen nineteen, where he quickly rose through the ranks.

By nineteen twenty-three, Menzhinsky had been appointed as the deputy under Felix Dzerzhinsky, a position that set the stage for his future leadership. Following Dzerzhinsky's death in nineteen twenty-six, he took the helm of the OGPU, the secret police of the Soviet Union, a role he held until nineteen thirty-four. During his tenure, he was instrumental in suppressing resistance during Joseph Stalin's aggressive agricultural collectivization efforts.
