In March two thousand, Bos was appointed State Secretary for Finance in the Cabinet Kok II. Following the Labour Party's leadership change after the two thousand two elections, he became the party leader and parliamentary leader, taking office on November nineteenth, two thousand two. Under his leadership, the Labour Party made significant gains in the House of Representatives, becoming the second largest party. However, in the subsequent two thousand six elections, the party faced losses, leading to Bos's appointment as Deputy Prime Minister and Minister of Finance in the Cabinet Balkenende IV.
