He was the son of King Halsten Stenkilsson and the nephew of King Inge the Elder, marking his lineage as significant in the royal hierarchy of Sweden.

Together with his brother, Inge the Younger, Philip governed the kingdom, stepping into the role of leadership following the reign of their uncle. Historical records, particularly the Westrogothic law (Västgötalagen), commend him as a good king, although details about his reign remain sparse.

According to the Hervarar saga, Philip's rule was brief, and he was married to Ingegard, the daughter of the Norwegian king Harald Hardrada. His legacy is somewhat overshadowed by the limited information available, making him one of the lesser-known kings of Sweden, especially following the Christianization of the region.
